United States Versus Bird Flu

Avian influenza, or bird flu as it is most commonly known, is a viral disease that has been ravishing Asia, as well as other countries, for more than two years now. Some choose to ignore the threat, but most health experts agree what we see now in the Eastern Hemisphere could be witnessed soon all across the world. Since the first outbreaks of bird flu recorded in late 2003, there have been more than 140 deaths world wide and entire poultry populations decimated. Some estimates claim a flu pandemic (world wide epidemic) could infect hundreds of millions and cause major social disruption.

With these worries in mind, the United States have closely followed the situation and with general fears that the disease could spread to their territory as well, federal and local authorities have been handed over a plan to prevent and be ready to deal with a possible avian influenza outbreak in the country. It is not clear if and when this will happen, but one can look to previous experiences and other events for clues as to how serious the threat really is for the American country.

Recent violent outbreaks in places such as Indonesia, which is now the world’s most heavily hit country, counting 47 human victims, are now followed by discoveries of low pathogenic bird flu viruses in some spots in U.S. The first one to raise fears was the case of two wild swans living on a lake in the state of Michigan. Routine tests found traces of a mild form of bird flu virus on the birds. The announcement was made by a White House spokesman, with details being given afterwards by officials from the Agriculture and Interior Departments. While the news was given high importance, experts claim there is no reason for concern, as the virus in question is in no way related to the Asian form and is no threat to humans. More recently, wild mallard ducks from Queen Anne’s County, Maryland, were found to carry the same pathogenic agent. The same reassurances were given by U.S. officials and although some people see this as a preview for possible bird flu outbreaks, health experts say mild and low pathogenic strains of avian influenza such as this one are common in the United States, as well as other countries. Since 1975, the low pathogenic strain of the H5N1 virus (the highly pathogenic form of which is causing high mortality in Asia) has been found on six other occasions on U.S. soil.

However, claims from other researchers warn that a more aggressive form of the disease could come to the American continent as early as this fall. Indeed, summer is a rather quiet period for the virus and the large number of cases in Asia during this time is due to the virus residing there for a long period of time. Come fall, large populations of wild fowl will cover thousands of miles on regular migratory paths. These birds are the natural carriers of the virus and are also quite resistant to it. Thus, they can carry the disease for great distances, without falling ill or succumbing to the disease and showing any signs of an infection. One particular reason for concern is the Alaskan territory. Its vicinity to the Asian continent makes it one of the possible points of entry for the disease. It is also a meeting place for water fowl, as wild birds from both Asia and America choose it as a feeding and nesting environment during the summer months. U.S. authorities have implemented a plan for the summer of 2006 which included the testing of more than 15,000 birds from 27 species in the region.

The program was extended to a nationwide level as you can read on www.bird-flu-center.com, as surveillance and constant testing is seen as an effective method of preparing for a possible outbreak of the disease. Biologists are set to test tens of thousands of birds. Locally, individual counties have also prepared pandemic plans and are carrying out drills for a worst case scenario. Hospitals are setting up special units for avian influenza patients, while schools and university campuses are also preparing. In the case of a pandemic, social disruption might force such institutions to close down, as they would be a suitable environment for the virus to spread. Another prevention measure used is banning poultry and poultry products imports from countries where avian flu has been found.

Although it is widely believed that some form of bird flu epidemic will eventually occur, there are those that play down the warnings. However, countries around the world choose to play the safety card and take prevention measures. Grim estimates say that if a pandemic occurs, it will kill 1.7 million Americans in the first year alone, as a vaccine takes months to produce after the start of an epidemic. On the other hand, we can still hope the disease will be contained and dealt with before before such an outcome is reached. It is, in the end, just a matter of wait and see.

Scan the System for Spyware-frequently

If your computer gets infected, with the described virus, change your password and run a virus scan UPDATE 08/05 2008: I’m still getting strange messages from one specific contact. A couple of seconds after the arrival of the message to my computer, (*)’s account has been logged off. last time I got a weird message, I think the link in it was something like “becool.Com” or something like that. Please watch out, and think before you open anything weird or suspicious :)

By frequently adding and removing software and hardware from the system may make the system more and more sluggish over time. The system may become slow to the point of being annoying. Yet when the system was new it ran perfectly. There are many answers to why this happens. The system may be infected with viruses that are filling up the resources by replicating themselves or there may be Spyware operating in the background. These Spyware can wreck havoc with the system time by delaying the response of the processor to the programs that are running in front. One other possible reason could be that the registry has gotten full of obsolete entries and references that installing programs and hardware make in the registry. These entries are not removed when the programs or hardware are uninstalled. This has to be done manually or with any free Spyware removal tool made for the very purpose.

It is incorrect to assume that by uninstalling software from the system all the entries in the system pertaining to the software are removed. Nothing can be further from the truth. When we begin our computer journey and jump aboard the internet we are told we need to buy anti-virus security software. Often a trial program will be packaged with your new computer that is set to expire a short time later. Then the program will ask for payment to keep you protected. The most common two programs that come preinstalled on new computers are: Norton and McAfee. While both of these programs are well respected by many users they are also quite pricey.

There is no doubt that you need antivirus software on your computer, but there are some effective products out there completely free that compare to those high priced programs. Yes, you read that right. Free antivirus software products that are just as superior as the expensive well known brands.

As the internet evolves and so will the types of threats. There are now more problems and ways to infect your computer than ever. This is a trend likely to continue. Our job as an internet user is to become familiar with common threat types and keep our computer systems protected from them.

There are many types of security issues. These problems can come in many flavors and change rapidly so including them in this editorial would prove pointless. In a short time from now the threats could be much different than they are today. Trying to keep up with those details would be a full time job. Not to worry, we do not need to be security experts to stay safe.

There are some common wide based categories that most threats fall under. Knowing this we can learn how to protect ourselves from each category rather than each threat individually. The most common areas that need to be addresses are as follows:

Microsoft vulnerabilities

These are exploits to the code inside your Windows, IE browser and Office products. The way to keep these risks to a minimum is by keeping your Windows up to date using the Windows update service. I keep my Windows updates on automatic and they are downloaded and installed as released. This is free to Windows owners and can be found in your control panel.

Viruses

These come in many types. From worms to trojans they can cause huge problems on the users system. This is where free antivirus software can keep you protected. At the time of this writing, AVG, AVIRA and AVAST are three of the top place award winners for free antivirus software. I have used all three and settled with Avast as my protection software of choice. I also trust it enough to install it on the computers I assemble for clients.

Spyware and Malware

Items that fall into this category can vary from – chaotic as viruses or simple tracking cookies from an advertiser wanting to see where you came from or where you left to. These buggers can sneak in from website graphics and invisible code often with no warning at all. While Avast is one of the better anti-virus programs to also guard from spyware, it is not truly the software’s purpose.

Again there are free choices for spyware protection that work just as well as the high priced alternatives! One feature that is harder to get in the free spyware software is “real time protection”. I use Spyware Terminator which does offer real time protection and seems to be doing a great job on my Vista work machine. You can do a search for “free spyware protection” and look for review sites that evaluate several different programs available to choose from.

A frequent trick used by many *not so nice* software companies is to force a pop up that looks like a System Message announcing the user’s computer is infected by a virus. The box offers only one button, a link to remove the infection. This is actually a link that leads the clicker to a website that cleverly requests payment to solve the problem. Many times there is no virus other than the one asking you to pay to remove it!

With all these free protection tools available for personal use it is frustrating to see so many people who are lead to believe that they must pay for safety. We may not be able to stop viruses and other malicious codes on the internet but we can do our part to protect ourselves and thanks to a few great companies out there, we can do it for free.

When downloading video codecs, you may just get Virus Labs 2009 for free.  This is not a good thing.  Video codecs are often needed to play movies online, so many free video sites will download them automatically in order to play your video.  However, you cannot always be sure of what you are downloading online—especially when getting things for free.

Shortly after you download your video codecs, you may first begin to notice that you also have some kind of infection.  You may not realize that you got Virus Labs 2009 from the video codecs, but you did.

Shortly after these codecs are downloaded, you will begin to get several security alerts from Virus Labs 2009.  These security alerts are not legitimate.  They are a ploy to get your money.  This program is malicious software, also known as malware.  Virus Labs 2009 can only download its malware onto your computer, and cannot scan or remove malware as it claims that it will.

When the security alerts begin to pop up, they will scare you into scanning your computer for dangerous malware.  The scan will only list your temporary files.  Virus Labs 2009 will tell you that these files are dangerous, but they’re not—everyone has temporary files!  However, they hope you don’t realize what these are, and so will urge you to purchase the full version.  Virus Labs 2009 will claim to remove your malware for you, but it has no intention of doing any such thing; the claim is made only to get money from you.

However, whether you purchase the full version of the bogus program or not, you still have the malware.  Virus Labs 2009 has the potential to record your key strokes in order to steal your credit card information when you type it into an email or online form.  While you will notice that your computer system is slowing down, you may not be aware of this identity theft problem.

Now that you are aware, you need to do something about it.  Virus Labs 2009 has got to come off of your computer.  You should not trust that you will be able to get this done by yourself, because the program works by using Trojan horses that hide their malware among files that are essential to your operating system.  Because of this, getting rid of your malware is best left to the experts.

That said, do your research!  You already saw what can happen if you rely on any old download you find online.  You need to find a company that is backed up by reliable sources and can offer you a 100% removal guarantee on their services.  The seriousness of malware is often not understood.  This is because people believe that the only thing that malware does is cause your computer to run slow.  Yes, this is inconvenient, but your personal information is at stake here.  You need to protect your money and your identity.  So, find a company that knows what they are doing to rid you and your computer of Virus Labs 2009.

Stages and Procedures Regarding Aids-related Lymphoma

AIDS-related lymphoma can be diagnosed by performing a serie of tests known as staging too. Much more, by doing these tests the patient can find out if cancer cells have spread within the body, affecting other organs as well. Cyber Cops Face a Tough Challenge

At the beginning of October, Policing Minister Vernon Coaker announced the launch of a new £7m policing unit to tackle cyber crime and Internet fraud.

But while the Police Central e-crime Unit (PCeU) was welcomed in some quarters, there have already been concerns voiced by politicians, IT experts and businesses about the relatively small amount of funding available to target a multi-billion pound criminal industry, and questions over the Government’s real level of commitment to cracking down on Internet crime.

There’s little doubt that the Government needed to take some sort of action on Internet crime as, since the closure of the National Hi-Tech Crime Unit (NHTCU) in 2006, there have been claims of a major gap in the fight against cyber criminals. The NHTCU had been a high profile organisation, launched amidst a blaze of publicity and with £25m of funding. By comparison the e-crime unit of the Serious and Organised Crime Agency (SOCA) was a much more reserved organisation, with a lower profile. Unfortunately that approach has been interpreted by some businesses as representing a lack of support for those being targeted by online criminals.

In March this year, Catherine Bowen, head of crime policy at the British Retail Consortium, said that SOCA had failed to maintain the links developed between industry and the NHTCU, and that the retail sector seemed “to have fallen off the bottom of the scale” as far as policing was concerned since the Unit had been merged with SOCA. There were similar fears raised by the Confederation of British Industry and the Federation of Small Businesses, which described the policing arrangements on cyber crime as “lamentable”.

In fact SOCA has had more impressive results than many realised. The Agency’s 2007-08 report, published in May this year, highlighted notable cyber crime success including Operation Ajowan, which broke up a web-based crime ring where criminals traded stolen bank, credit and identity information that could have cost the UK finance sector at least £6m.

SOCA also sent out 46 alerts to UK business, including 11 alerts to UK financial institutions detailing more than 46,000 online account details that had been compromised by phishing and virus attacks.

But while the Agency rightly stated that there were now more staffing resources targeted directly at Internet crime than in the days of the NHTCU, it was also clear that cyber criminals were not a major priority for SOCA, at least not compared with the government-set priorities of drug-trafficking, organised immigration crime and fraud. Many business organisations and IT experts were instead pinning their hopes on the proposals put forward by ACPO and the Metropolitan Police Service for the PCeU and, despite delays on funding, those proposals finally came to fruition at the beginning of October.

The new unit will receive £3.5m of Government funding and £3.9m from the Met over three years, and will be based within the Met, under the leadership of Deputy Assistant Commissioner Jane Williams of the Serious Crime Directorate. It will be a national resource working alongside the National Fraud Reporting Centre and the National Fraud Intelligence Bureau to support the development of the police response to online crime across the country. But its work will not overlap with the existing remit of SOCA’s e-crime unit, or the Child Exploitation and Online Protection (CEOP) Centre.

DAC Williams, who became the ACPO lead on e-crime in April this year, said the unit would become a ‘centre of excellence’ for combating cyber criminals. “We have worked closely with the Home Office, City of London Police and SOCA to address e-crime issues and bring this unit to fruition,” she added.

“Electronic crime is a growing phenomenon of the 21st Century and has the potential to affect us all. This unit will provide a law enforcement solution and work towards limiting the impact of this crime on society.”

From next spring the PCeU will co-ordinate law enforcement of all online offences and lead national investigations into the most serious cyber-crime. It will also train officers in local forces in dealing with high-tech crimes, and it will work with the National Policing Improvement Agency to identify how e-crime reports made to local forces are handled. But it will not centrally collate all reports of e-crime from the 44 forces of England and Wales, including the BTP. Other key aims for the PCeU include: · the intelligence-led disruption of e-crime, · analysing and developing intelligence on computer crime to produce actionable operational products, in collaboration with other agencies, · developing a network of police, government and industry partners on e-crime, · the provision of education and preventative advice about e-crime to industry and the public, · promoting standards for training, procedure and response to e-crime, and · investigating serious e-crime incidents that fall within the Case Acceptance Criteria.

So has the launch of the new unit satisfied the concerns voiced by so many? Not quite. Within days of the launch of the PCeU, experts were already querying the level of funding for the unit. David Roberts, chief executive of the Corporate IT Forum (Tif), said: “£7m over three years seems a very small sum for a very large problem. We doubt whether it will be enough to tackle an issue that the Home Office itself calls a global menace.”

A survey by Tif – published earlier this month – of more than 50 of the UK’s main IT users found that 68 per cent of chief security officers spend up to 40 per cent of their total security budget on tackling e-crime. Yet despite that level of cyber-crime, businesses were described as “so disillusioned” by the lack of support from the police that only four per cent of companies said they always report e-crime attacks, with the majority, 57 per cent, saying they “didn’t feel the crimes would be investigated properly”. Politicians have added their voices to the concerns about Internet crime, calling for more money to fund the PCeU. In a recent Parliamentary debate on Internet fraud, Conservative MP Nigel Evans said that the £7m “may not be enough and the Government may need to look at that again.” S

hadow crime reduction minister, James Brokenshire said that while he welcomed the launch of the PCeU, “we should be under no allusions that the Police Central e-Crime Unit is a panacea. There is the question over the resources it will have and the abilities it will have.

“E-crime is the most rapidly expanding form of crime in this country. If this government does not take e-crime seriously it reinforces in the mind of the criminal that this country is a soft touch.”

Liberal Democrat MP Tom Brake added: “There are concerns about whether £7m put into the e-crime unit will be sufficient and whether it will be sufficiently resourced to do the job in hand.”

However, Home Officer Minister Alan Campbell claims that criticism over the PCeU’s funding is misguided, as the unit will be supported by other bodies under the £29m National Fraud Programme, which includes the National Fraud Strategic Authority (NFSA) and the National Fraud Reporting Centre (NFRC).

“This is not the only unit seeking to tackle online fraud. That figure is not the end of the story,” added Campbell.

The British Banking Association, and the UK Payments Association, APACS, have also welcomed the new unit; although neither would comment on its funding, both have said that any initiative to tackle online fraud was a “good idea”.

So while there is consensus among all parties – police, business, government and IT experts – that the growth of e-crime represents a huge threat to both the individual and the economy, the jury is still out on whether the current approach to tackling online crime is the right one, or has the right funding.

What is clear is that much will depend on how effective the wider National Fraud Programme is, and how strong the links are between forces and businesses at a local level. While only four per cent of companies are reporting every e-crime attack, the impact of policing on cyber crime will inevitably be limited. So all eyes will be on the PCeU next spring to see how it can increase the level of confidence among businesses and IT experts in its ability to police Internet crime.

There is a very long-standing liaison between human beings and virus that wander unreservedly in our environment. Virus has a long history of disconcerting people.

Most often polio hits the infants. Polio drops and vaccines are available everywhere. People should take them and give these to their kids too.

If you do happen to receive a suspicious email and it does contain a link to a webpage/site which you are uncertain about then hover the mouse arrow over the url, this will result in a small box appearing which will clearly display the real url and if the two do not match then it is obvious that the hyperlink has been masked and thus is fraudulent.

Such trickery can easily be avoided, banks as a rule do not email customers about such a sensitive issue over the internet for exactly this reason. If the email happens to be rather pushy or overly demanding, requiring you to change your details within a narrow time frame then there is a very high chance that this is indeed a fraudulent email.

Many email services such as yahoo mail and Hotmail already have very powerful and effective anti-phishing programs present within their services and so this will be typically enough to beat nearly all phishing attempts. Common sense and awareness are paramount to safeguard against you becoming a victim.

Whenever you do need to log onto a site where sensitive details will be used and submitted, make sure you are using a secured site. Secured sites are easily spotted because in the web address bar which contains the url for the relevant site will have https:// as opposed to http. That little s may not seem like much, but rest assured such sites will make use of very powerful encryption technology to dissuade and block dangerous users.
